Make a new file, size doesnt matter. Of course make it big if you want high quality.
Fill the first layer BLACK and goto>>Filters>>Render>>Clouds. Then Gaussian Blur 6px.
[You must be registered and logged in to see this image.]Make new layer and fill it Black. Goto>>Filter>>Noise>>Add Noise, Anount 50%, Gaussian, Monochromatic.
Change Blend Mode to screen 75%. ctrl+e to merge the layers

Hit ctrl+d to de-select. Make a new layer and fill it Black. Goto>>Filters>>Render>>Lighting Effects.
Use these settings. And be sure to set Texture Channel to Alpha 1 or whatever you named it.

Change that layers Blend Mode to Multiply, and you should have this.
